Until such time as the Green Goblin is open for business as usual, any man caught drinking alcohol is hereby ordered to be stripped of their shirt and given no less than twenty lashes on the spot by Guardsmen of any rank, with a report pinned to the foot of this notice following. A stern reminder that all Covian citizens and soldiers art still prohibited from drinking alcohol at all. This includes in foreign lands. Two men already stand accused of misconduct; unless thou wishest to join them in the docks, I wouldst strongly suggest thou dost not think so big of thyself as to stand against the Church.
