I can see civilians wearing jewellry, armor at ranks not allowed for that very often. I won't go into details on who and where, but if interested have a look at MyUO pictures and you'll see... of course still not everyone enabled showing status... According to that, Khae's got 75 disarm trap and a totally different hairstyle and different clothes. Don't bother too much about that. And Khae always wears leather btw, he's a special case of sorts.

My point is that lots of people doesn't follow rules as simple as clothing, that's all. It's good to have someone who will say "Hey! You can't do that!", because that way I feel that someone cares about what I'm doing in the guild. You thought i'm envy somehow? But the Citizen system still has allot of things to iron out. With you being one of our "prime" citizens your view on the matter counts for allot.
