When you browse the entire list, sort it by the number of posts, there are six and almost half pages listing users which have never ever posted a single line of text.
Although it's not my business after all, but what's the purpose of keeping them? I know a bit about PHP and SQL DBs and I'm aware that it doesn't really have any influence on forum application performance, nevertheless I'm curious. If so, I still don't see the point with registering on the forum, which can be read without such registration... Many of the 600 accounts were never activated, also. Sadly however, the major thing pushing up forum numbers are automated spam bots who register to observe shopping habbits or some such nonsense. I've tried to combat them by going to the effort to call the ISP of some of the more malicious ones, but it's incredibly difficult to do much about them other than deleting their accounts.

Or make the accounts admin approval. Which means that when someone creates an account, an email will be sent an admin and they will be able to approve the account in the admin area on the forum. And it's a possibility that accounts will become admin approved; but that'd be rather a bother for us. We do make an effort to delete the accounts wherever they arise (I just deleted a couple myself), but they can register five a day or something ridiculous like that.
