From this day forward, to comply with keeping Covian waters safe and regulated, any civilians wishing to trade by sea or own a vessel must apply for a Captain's License. Owners of a Captain's License will need to prove themselves in Nautical Navigation, Knowledge and Skill. Successful applicants will be added to the Naval Register of Captains and Vessels.
