The prisoner in question has been released, as the evidence is lacking, and I would hate to think myself or the council indeed would take the word of a Vesperian over that of a fellow Covian without any evidence. The missunderstanding is cleared, however the other arrests are still viable, and we thank you for your excelent report, as this was what led us into trouble to begin with I fear.

Council meeting

After parade a small council meeting was set up, enabling the people of Cove, citizen, guardsmen, shop folk and the other ilks to come and ask questions of the different representatives in the council, these men included.

Leso Varen - Steward of Cove, Representing the citizens of Cove.
Tameris Deacon - Chaplain, Representing the Church of Cove.
Torrak Keres - Commander, Representing the army of Cove.
Kiran - Bailiff - Representing the tax administration of Cove.

The meeting once more was lead by the Steward, Leso Varen, the first topic of choice was brought up by the Commander of Cove, Torrak Keres, concerning the criminals Rhett Quinn and Edward Trent, whom through a couple of minutes of clarification had been in Coves custody, but somehow lost or miss placed, after some minutes of blame being passed around the verdict, passed by all the members present, the man Cor'Vani is to be arrested on suspicion of not reporting the arrest and imprisoning of these so called prisoners, whom still currently are missing, and some speculate never actually imprisoned in Cove to begin with. An investigation is planned.

Summary of first topic, the arrest of Cor'vani passed by the council.

Another topic up for debate which split the council was the immidiate arrest and excecution of Kal Shadow hand, The Church and tax Represntive opting to say aye, wishing for the excecution, and the army first abstained, then chose to say no alongside with the Steward, leaving it a vote of 2 - 2. The information spoken of Kal shadowhand involved him having to fulfill a redemption task, which had not started, thus the church representative urged for the excecution to occur, after some discussion and one of the member nearly leaving, no names mentioned, the motion passed was that Kal Shadowhand was to pay a redemption tax, which the Bailiff will investigate, seeking to make a fair and honest ammount for the man known as Kal Shadowhand to pay to the church for his crimes.

Summary - Kal Shadowhand to pay a substantial ammount to redeem himself in the eyes of the church.

Thirdly, the topic of the recent torture and escape of Brenna was discussed, the daughter of Kal Shadowhand. Her escape was not the main issue however of topic, but rather her traitorous ways, blame once more was passed around the room, in the end blamed on the army representive as it was his men whom had done the blunder. However it was agree'd she was to be deemed dangerous if not a traitor, and apprehended if seen.

In Summary - Apprehend and arrest Brenna, recruit of the Covian army.

Lastly concerns from a watchman, Jassi Corwin, was brought up, concerning a supposed kidnapping and general accusations that the Vesperian whom were present were some kind of evil duo whom wished to take over Minoc, investigation not pending however as the information seemed to lack any credibility.
Mizuho Kazami also spoke of the refurbishing of the Goblin, and complete re-design, however citizens are not to worry as the tavern will still have an outside bar.

The meeting was then adjurned shortly after the Steward demanded that a gavel be made so he could keep order, he lost this vote however 3-1, the army saying no funds, church greed, Tax man agreeing generally with the church. Speculations are that perhaps it will be cheaper to have one made, as a certain candle looked broken after the meeting.

Seems a scout turned... darker, has decided to join us, or rather start the slow begining of becoming one of us. Many of you might remember Gabriel when he was a scout and aided us during our troubles with Aliryl...

However I have send him to Swaggers to help you Maccen and Edward, he will listne to your orders and help you remain in a strong alibi for when your down there till the man strikes.

They were all tied up, the calming smell of the dense flour casting a poor reflection for what was to come, the terror lurking behind the unfortunant victims of the night, tied to chairs, fathers watching their children, eyes wide, muscles straining to free themselves, their wifes beaten and cut, the soft titter of a giggle heard whilst each cut was inflicted, he would never go too far, not this one... each cut was as if he was completing a master piece, his lips curled up in a demonic snare, his eyes brimming with excitement and most disturbingly, arousal at the task infront of him, his collection of knifes growing blunter with each fatality. The helpless victims could do nothing to resists, the pleading of the mothers as their loved ones were cut to shreds, the complete desolation and knowing of being unable to resist was evident on the men, again though, the children, they didnt scream at the first cut, it seemed they were unable to comprehend the situation as the small man said soothing words in their ears whilst his tools worked absently... Fain, he was my project.... he was the best of them...

Screams followed me all the way back to Vesper, each syllable and word I could place to a face, a face full of pain and terror as I knew what this madman I had unleashed was doing... Do I feel regret by these actions... no... I wish I could have watched the whole show, this thought I think will follow me to the very end..

They came for me many times that year, asking if I knew, besiegers, waywatchers, scouts... Vesperians, my friends, my enemies even my loved ones, all blamed me, no one could find proof however, when they finally killed Padan Fain... blessed peace, no more screams, no more children coming for me in the middle of the night seeking revenge, eyes full of blood, malice, eagerness...

The guardsman uttered these words out of protocol, he was on the pay list, with a smile from me, assurances infront of his superiors he went his way with his Sergeant, hopefully soon to be part of it all...

"Hello Kiran...."

They had forgotten to close the door... that face...

"Aye, don't yer' worry one minute Kiran, not all of us are dead, some of us just had to hide when yer' went like, yer' see?"

He had taken me by surprise... Maccen, old hand at the buisness, one of my better men, and not dead.
Perhaps this week won't be so bad afterall. I remember saying...

"Lets get to planning, we'll leave the  niceties out of it, we have a city to plunder..."

A very memorable smile showed in the young thugs expression, one full of gluttony... it was good to have him back, specially with Vespers current situation...

usually you would be awarded shillings by the army for these tasks, however as I see that no one has done so I have enclosed a sum of 20 shillings in this letter. Thank you for helping to provide warmth for the winter for our fine Covian city. Ontop of this however Naesala, I fail to see any tax records of you, my office is behind the goblin, so that you can come pay your dues to the Covian tax system, much oblieged.

Dear citizens and guardsmen a like.

It has come to my attention that certain citizens are breaking Covian laws and regulations, using non-descript items without proper licensing and papers, I speak of leather armour, the use of animals in ways of carrying and unloading items. These laws were put into place by the council to ensure only our fine and upstanding citizens and commoners alike have earned these priveledges. Why these laws were put in place was to protect you, the citizens of Cove, so we do not have thugs running wild in the street carrying weapons and armour, threatening and making Cove a place of ill reputation. Same goes for licences regarding stalls, shop deeds, ships, these priveledges have to be earned, and signed by the council. We do wish for our citizens to enjoy Coves luxuries which taxes and the Stewards investments bring, let alone the armies input. However I have, as the bailiff, and my co councilors have seen the laws being flaunted in Cove.

I wish for such actions to be dealt with by the army, small fines, and arrests in turn if such laws are not obeyed. The commander, the steward and myself agree that action needs to be taken on re-offenders, however I hope our fine citizens of Cove will understand that these laws are there to protect you, not restrict you and your buisness ventures. Allowances can be made if you come and meet either the Commander, the Steward, or myself, the bailiff, to discuss payment plans if shillings are low ecetera.

Obey the law, citizens of Cove, make Cove a city to be proud of.

Just to clarify, is not a clamping down on the citizen system, just to add some spark and such to the system itself, making it more of a monitored job ic rather than ooc telling people not to do this and that. So expect as a guardsman to question individuals with rich jewelery and leather armour whom you know are citizens or think so, but whom do not carry such reciepts, can add to the roleplay if you random search folk as per usual giving cove that fine edge it always had! Also for citizens low and high alike, remember it should enrichen your roleplay experience, going around in things you do not own the licence for can be considered illegal behaviour and the guards will deal with it (Depending of course whether friend of foe to your character, common sense applies as per usual) If any concerns over this, please don't hesitate to contact any of the command members, and also if you need clarification on citizen rules ooc and ic be sure to give me a call on icq.

Seems my banishment still stands, odd to tell the truth, perhaps with the army forming once more it is just new leadership remembering old grudges. Not to be too concerned I say, I do believe we have the start to a war... I shall see what the commander and such say about this, however I will let Bersi send the letter, putting my own spin on it, gain the command of army's voice in this is what is neccesary, best we strike them now before they are strong once more... Seems no one knows who the actual leader is however...
