Due to size constraints imposed by the geography of the Bay of Cove and threats possible from enemy or pirate factions, it is hereby declared unlawful for any UNAUTHORISED galleon to enter the area delineated below. Merchant ships may transfer their goods to smaller vessels before navigating into the bay itself, or may request authorisation to navigate their galleon into the delineated area from the Covian Council. Any ship unlawfully present in the protected area will be addressed, and given a reasonable amount of time (at the present commanding guardsman's discretion) to remove their ship from the area. This will be followed by a warning shot, followed by full bombardment from the Covian fleet. This notice constitutes fair warning, as any merchant or sailor should familiarise themselves with the laws and customs of any port they sail to. The Baronship Council takes no responsibility for goods damaged or lost.

To avoid any unfortunate incidents, I'd like to clarify that ownership of the new galleons is restricted to those with permits granted by the Council. Council reserves the right to grant, deny, and revoke permits at its own discretion. Requests may be made for galleons of suitable build, provided that suitable reason and crew are outlined in the request.
N.B. Realistically, in a guild where horses are reserved for the upper echelons of Covian Society, it is unlikely that everyone will be swanning around in their own private galleon.

It's a bit... well, it's a good start. I'll address the plans floor by floor.
Ground Floor
Importing sandstone isn't really necessary for the staff area of the town tavern. Wood, or perhaps a less ugly cheaper, more easily obtainable stone would be more appropriate.
The office and kitchen seem larger than they need to be. Perhaps reduce the overall depth of the building for additional garden space outside.
First Floor
Needs windows.
Perhaps flip the stairs so they run from west to east rather than north to south.
Probably wood flooring, for a warmer, "friendlier" feel.
Roof Garden
The roof garden is a pleasant enough idea, but I think it would look better if the roof itself overhung a little. With the current proposed design, the roof appears to be perched on top of the walls, rather than actually... a roof.
I look forward to seeing the updated plans.

Corporal,
It is good that Recruit Brenna was brought into custody and interrogated. When potential threats surround Cove, internal struggle must be stamped out quickly and efficiently.
Internal cohesion must be maintained. The law must be upheld. Rogue guardsmen will not be tolerated, and neither will half-baked conspiracies by the Shadowhand Clan.
If your left arm betrays you, you must cut it off with the right. We will spare no measure in ensuring that order is restored.

For the assault of the Covian Council member Kiran, Bailiff of Cove, the following two individuals are to be brought into custody to stand trial for their crimes:
Trent Edwards, Vesperian Rhett Quinn, Vesperian
Use of force is authorised, but a dead man can't stand trial.

"The Vesperians have proven unwilling to hand these criminals over of their own free will, so they may have to be taken. Do not attempt to bring these criminals in alone. A small reward goes out to any guardsman showing initiative in capturing these men.

Leading Guardsman:Hoagie Grayner, Captain Attending Guardsmen:Bersi, Arcanist Corporal Ilyana, Junior Arcanist Celuvian Haap, Junior Arcanist Sergio Jarrett, Junior Scout Rumours came from the east. Grumblings that Escaflowne had finally completed his transformation into a bear, Hanse's ego had become corporeal and crushed him, and that Vesper's government had finally crumbled reached my desk. Cove is surrounded by water and mountain, meaning its most direct threat is an attack from the east. Vesper. Greatly concerned by any political instability that could see the rise of a new tyrant in the east, the brave Covians went on a mission of peace and aid to see what could be done to ensure the Vesperians remain peaceful, happy, and well fed.
