Ship construction licenses and ship command licenses can now be applied for at the desk of Raziel Von Richter, Heir Apparent of Cove.
In order to discourage piracy and privateering the Covian government only approves applications from legitimate businesses owners and select individuals who will serve an important purpose on the seas.
