I believe there is room enough next to the church for a small holding...

Watchman Marsteller had a place there but it seems to have been demolished.

Also check the coastline to the south. There may be space enough for ye ter build a cabin or somethin'.

There's still room for somethin' in tha place of meh olde Workshop, couple steps down from my current house.
Ye must follow our Palisade to the coastline, and then follow the shore heading Vesper.
You'll reach Conan's Tower, my Workshop, another house, and there you will notice a nice plain with lotsa room for build yer own hut.
