There are!  The Veronaville neighbourhood Summerdream family are elves and have pointy ears.  It's possible to select them at the start though it may require a cheat, been a a while since i played it

Checked the Sims2, the summerdreams have elf ears, but there doesnt seem to be away to create a sim with them, that I've found anyway, even using the cheats.
