Vesper civil war resolved?

After a very lengthy emergency meeting, held by the presumed dead Baron Twothumb, and the re-emergence of the ex-mayor of Vesper, Borbard, it was decided the only way to get any agreement was to disolve the council including the gracious Baron of Cove.

Although he still hold's power in Cove for the time being, how long can this last..?
