I noticed activity and new members has started to go up again due to the effort resently of recruitment leaftlets, parade and stalls.

Good job! BBut getting new recruits is only half the battle it's up to the more senior Guardmen (and women) to keep them here by providing events etc. 

Edit: And of course to encourage the Recruits to run events too.
