All attacks (and visits) on land clearly known to be held by an enemy (currently Stonekeep, Haven, Yew Brigand Fort) are to be approved by an officer and may only proceed once they enemy has been informed.

Does this regard any attack or is it about the 5-man-rule?
(inform an enemy command member if you attack with a force of 5 or more)

And what about counter attacks?
