An old evil returns

[A Dark Stranger]

A figure quietly slipped into cove and began slowly creeping around the houses outside the town walls. every so often the shape stopped to check something seemingly unimportant, a tree stump, a lose brick in a wall, a small rock on top of a pile. Finding nothing the figure began muttering to itself.

"no signs, not orders ......... has the organisation completely been driven from this town?"

moving on the figure slowly approached one particular house, entering he found it empty and all the signs said it had been for some time.

" this is not good, well were one failed there is an opportunity for another to succeed.  It seems I'm back in business"

with that the figure slink-ed off.  this was not good news for cove, who is this figure, what is this organisation? and what does it mean for them to be back in cove?
